Iran: weakened regime, diffuse nuclear program
Field notebook. After the 2024 strikes and the erosion of the axis of resistance, Tehran is now playing a defensive game.
The Islamic Republic enters summer 2026 in a strategic state without precedent since 1988 : a weakened Hezbollah, a decapitated Hamas in Gaza, Assad gone from Damascus, the Houthis as the only operationally vocal mouthpiece of a contracted regional axis. The proxy outposts doctrine no longer works as a shock absorber ; it has become a net cost.
On the nuclear program, IAEA inspections remain partial. Western estimates converge on an enrichment threshold held around 60 %, with a one-to-three-month delay to reach weapons grade should a political decision be made. The relevant question is therefore no longer capability : it is doctrine.
On the domestic front, the succession of Ayatollah Khamenei occupies the regime's back rooms without producing a consensus candidate. The IRGC generation consolidates its grip on the sanctioned economy : ports, telecoms, parallel imports. The rial's devaluation and inflation (estimated above 40 % year-on-year) weigh on the middle class and civil service, not yet on the praetorian networks.
Institute reading. The real indicator to watch is neither the enrichment rate nor official rhetoric : it is the Saudi posture. Riyadh is consolidating a civil nuclear program with Seoul and Washington that includes, without saying so, a threshold option. If Tehran crosses, Riyadh crosses. Middle Eastern non-proliferation now hinges on a two-state balance, under a negotiable rather than guaranteed US umbrella.
